ERF has the following goals and objectives:

• An object-oriented model in which system components are treated as objects, including events and rules
  
• Support multiple standards for distributed system environments (CORBA, Java RMI, DCE and DCOM), with an open architecture to support new standards.
  
• Use events and ECAA (Event-Condition-Action-AlternativeAction) rules to specify system behavior
  
• A Rule-Based Intelligent Event Service (RUBIES) , which comprises a set of classes whose interfaces include methods for rule definition, event notification (or posting), registration of event producers and consumers, and rule management.
  
• A high-level specification model to formally define the structural and behavioral semantics of a HDS
  
• A set of graphical tools for specifying the structure and behavior of an HDS
  
• A set of graphical tools for monitoring and debugging an H
