Bio:
Héctor Monroy received a BSEE in his native Colombia in 1965, and during two years was the Chair of the IEEE Colombian Student Branch (only one by those times). Thanks to an United Nations fellowship obtained in a national contest, he went to the US and, after one year and a half, received a MSEE from Ohio State University in 1971. Other fellowships provided by the International Telecommunication Union and UNESCO permitted him to study Radar Theory and Applications at the Institute for Telecommunication Sciences of the National Bureau of Standards (today NIST), and at the University of Colorado, Boulder, Colorado, and also Educational Technology in Florida State University, Tallahassee, Florida, both between 1972-74. Later on, between 1987-92, as faculty member of University of Puerto Rico, Mayagüez (UPR/M), he worked toward a Ph.D. at University of Washington, Seattle. The Ph.D studies were conducted during the summers of 1987-90, and the whole academic year 1991-92.

As faculty member in Colombia, he was PI of, among others, a “Radar Study of the Ionosphere in Equatorial Regions”, using a radar system provided by the National Center for Atmospheric Research, Boulder, Colorado, and PI in a “Project to provide VHF telecommunications via ionosphere to small villages in the Amazon Jungle”, using the so called “equatorial electro-jet phenomena”, under the sponsorship of the Colombian Ministry of Telecommunications and NSF (through COLCIENCIAS, the agency to support scientific research in Colombia). Since 1985, he has been faculty member at the ECE Department of UPR/M, starting at the Associate Professor level. In 1992, he was tenured and promoted to the academic rank of Professor.

In UPR/M, he was PI in a “Radar Study of the Middle and Upper Atmosphere”, with grant by the US National Science Foundation, between 1991-96; PI in the project “Radio Frequency/Arcing Task”, Naval Surface Warfare Center, US Navy, 1992; Co-PI in the project “On the influence of tilts in the ionospheric heating process”, Arecibo Observatory, Puerto Rico, 1990-1991; Co-PI in the project “Radar Study of the Middle Atmosphere”, US Department of Defense, 1996-99. He has been consultant for the creation of an EE Department in the Interamerican University, San Germán Campus, 1985; consultant for the Government of Puerto Rico on the influence of radio-frequencies in the environment, 1994; consultant for the Puerto Rico Higher Education Counsel for the creation of an EE program in the Interamerican University, Bayamón Campus, 1993; consultant in telecommunication planning and radio links design for the National Telecommunication Company, Colombia, 1978-1985; consultant in educational projects development and evaluation for the Higher Education Counsel, Colombia, 1978-1985. In Puerto Rico, he has taught courses in Electromagnetic Theory, Theory of Communications, Microwave Engineering, Electronics for Telecommunication, Antenna Theory and Design, Propagation of Radio-waves, and Communication System Design. Between June 1998-January 2003, he was either the UPR/M ECE Department Associated Chair for Administrative Affairs (during one year), or the Acting Chair of the department. He is presently teaching courses in Electromagnetics II, and Antenna Theory and Design, and he is also looking for research opportunities again.
